Monday May 31, 2010
To the attention of Mr. President Dmitry Anatolyevich Medvedev

We are deeply disappointed and concerned by the news we have received from friends of Strategy 31, delivered to us in official headquarters, that has prevented the demonstration in Rostov on Don, already established and prepared.

We are indeed, Mr President, convinced that the EU-Russia summit, held in the same region and at the same date, could benefit from the possibility of holding such a peaceful demonstration, which – moreover – moves in the same direction of the constituent principles of both EU and Russian Federation, as shown, Mr. President, by your own many statements.

In a democratic country – in fact – combine “security” and “civil and political rights” of its citizens, actually live and not just in the abstract.

We fear, therefore, that such reasons were put forward by local authorities have taken away – rather than strengthen – the great significance and contradicted the reasons and purposes for which the EU and Russian Federation rejoin in the current summit.
The real respect for civil and political rights, such as to demonstrate peacefully, codified in the Universal Declaration of Human Rights and the International Covenant on civil rights, forming the basis of the Russian Constitution, are contradicted and not reinforced, at least symbolically, if the ban to march constituted a “precedent”, and not simply an unfortunate exception to the policy dictated by the Charter and the Declarations of intents of EU and Russian Federation.
Yours faithfully,

Hon. Marco Pannella,
President of Nonviolent Radical Party Transnational and Transparty
